Pasadena City Hall Engagement Photos: A Local Photographer's Complete Guide

If you're searching for Pasadena city hall engagement photos, you've found one of the most photogenic buildings in southern California. The courtyard, the arches, the staircases, all of it reads like a European villa dropped into the middle of Pasadena. I've photographed here more times than I can count, most recently with Jordane & Kene, shot on both film and digital, and this guide walks you through everything you need to know before you show up with your camera or your photographer.

Want to see how this exact location translated into a full gallery. You can view jordane & kene's complete pasadena and malibu session here.

Do you need a permit for engagement photos at Pasadena City Hall?

Here's the part most couples get confused about, and honestly, a lot of blogs online get it wrong too.

You do not need a permit for personal or engagement photography at Pasadena city hall. The grounds are public, and the city's own film office is clear on this: personal photography doesn't require a permit. Where it gets specific is on the professional side. If your photographer is running a business there, they're required to hold a business license with the city, and this matters most on weekdays when city staff are more likely to be around.

So the honest answer is this. You personally don't need to apply for anything. Your photographer should already have their business license sorted out, and if you're vetting photographers for a Pasadena city hall session, it's a fair question to ask.

Weekday vs weekend: which should you choose

This is the real trade-off, and it's worth thinking through before you pick your date.

Weekdays are quieter overall, but the second floor and the staircase leading up to it are closed until 6pm. That cuts off two of my favorite angles, the ones looking down into the courtyard from above, and the ones with the building's towers stacked in the background. Security does walk the building and will let you know if you're somewhere you shouldn't be.

Weekends open up the whole building, second floor included, but you'll share the space with a lot more people. Other engagement sessions, quinceañera shoots, family portraits, sometimes a wedding party.

Jordane & Kene's session was on a Sunday afternoon, and I went in expecting heavy crowds. It ended up lighter than usual, but that's not something you can plan around. The honest advice I give every couple is this: know the trade-off going in, and trust your photographer to work around whatever shows up that day.

The best spots to shoot at Pasadena City Hall

The building is smaller than people expect, but it holds a surprising number of distinct backdrops within one city block.

The courtyard and fountain

This is the heart of the building. The stone fountain sits at the center, surrounded by red-tiled arches, and it's the spot most couples picture when they think of Pasadena City Hall engagement photos. It also happens to fall in shade for a good portion of the afternoon, which matters more than people realize.

The arched hallways

The open arches along the ground floor frame the courtyard or the buildings behind it, depending on which direction you shoot. These hallways give you the architecture without needing direct light, which is useful if your session lands in the middle of the day.

The staircase and second-floor views

Weekend-only access, but worth planning your timeline around if you can get it. From the top, you get the courtyard below and the building's dome and towers in the background, a completely different perspective than anything at ground level.

The exterior streets and entrance

Just outside the building, the front steps and surrounding streets give you a more editorial, walking-and-talking kind of shot. It's also where you'll find the least foot traffic if the courtyard is busy.

Timing and light: when to shoot

Midday sun has a reputation for being harsh, and at most locations, that reputation is earned. Pasadena City Hall is a bit of an exception. The building itself throws shade across large parts of the courtyard for a good stretch of the afternoon, so you have more flexibility than you'd expect.

Jordane & Kene's session started at 2pm, which is not the golden-hour timing most guides recommend. We used the building's natural shade to our advantage in the courtyard, then leaned into some backlit, indirect sunlight in the more open areas for a different feel. The result was a mix of soft, shaded portraits and warmer, sun-touched ones, all from the same hour and a half.

If you're set on golden hour, you can absolutely plan for it here. But if your timeline only allows for an afternoon session, don't rule this location out.

Shooting Pasadena City Hall on film

Part of what drew me to this location for Jordane & Kene's session is how well it holds up on film. The building's warm stone and deep archways give film grain something to sit inside instead of fighting against it, especially in the shaded parts of the courtyard where digital sensors can flatten things out.

For this session I worked across both mediums. Film handled the softer, quieter moments, the ones in the archways and the candid courtyard shots, while digital carried the second-floor and exterior work where I needed more control over a faster-moving frame. Couples booking with me get both in their gallery, not one or the other, so you end up with a set of images that feels varied instead of uniform.

If you're drawn to film for your own session, Pasadena City Hall is a strong location to request it for. The architecture does a lot of the work for you. For more on how I approach shooting both mediums together, here's a closer look at my film and digital process.

Parking at Pasadena City Hall

Parking is metered street parking around the building, paid through a parking app. Plan on somewhere around ten dollars for the first two hours, which is more than enough time for most sessions.

How long you need for a full session

One hour to an hour and a half covers the building well. That's enough time to move through the courtyard, the fountain, the arched hallways, the exterior steps, and the second floor if you have access that day. Jordane & Kene's Pasadena portion ran about an hour and a half, and we still had time to work through their full mood board without feeling rushed.

Pair it with another Pasadena-area location

If you want two locations in one session, Pasadena gives you options nearby. The Huntington Library is one of the most requested pairings I get, and I photographed Ross & Mackenzie's proposal and engagement session there if you want to see how that location translates into photos. Lacy Park and a handful of smaller nature parks around Pasadena also work well as a second stop if you want more greenery in the mix.

For Jordane & Kene, we took the pairing further and closed the session in Malibu, working with a vintage Rolls-Royce convertible for their second look against the coastal bluffs. That's a different location guide entirely, but it's proof that Pasadena doesn't have to be your only stop.

Why the right photographer makes the difference here

Pasadena City Hall rewards a photographer who already knows the building. Knowing which hallway holds shade at 2pm, knowing the second floor closes early on weekdays, knowing how to reposition when a wedding party takes over the courtyard on a Saturday afternoon, all of that comes from time spent in the space, not from a single walkthrough the morning of your session.

Jordane sent over a mood board before their session, which I always ask for. It let me build a timeline in advance, moving from the entrance stairs into the courtyard, then upstairs for the building-and-sky shots, so we hit every look on their list without wasting time deciding on the spot.

Frequently asked questions

Do I need a permit for engagement photos at Pasadena City Hall?

No, personal and engagement photography doesn't require a permit since the grounds are public. Professional photographers are required to hold a business license with the city, which matters most for weekday sessions.

Is the second floor open every day?

No. The second floor and the staircase leading up to it are closed to photography on weekdays until 6pm. Weekends give you full access to the building.

What's the best time of day to shoot at Pasadena City Hall?

Golden hour works beautifully here, but the building's natural shade in the courtyard also makes midday sessions workable, which gives you more flexibility with scheduling than most outdoor locations.

How much does parking cost near Pasadena City Hall?

Parking is metered street parking, paid through a phone app, and runs around ten dollars for the first two hours.

What are Pasadena City Hall's hours?

The building is open 7:30am to 5:30pm, Monday through Thursday, and every other Friday. It's closed on weekends for city business, but the grounds remain accessible for photography during those hours.

Is Pasadena City Hall wheelchair accessible?

Yes. The building underwent a major renovation in the mid-2000s that brought it up to current ADA standards, including ramps and elevator access to the upper floors.

Is Pasadena City Hall busy on weekends?

Yes. Weekends bring more foot traffic, other sessions, and sometimes wedding parties using the courtyard. Weekdays are quieter but come with the second-floor closure trade-off.

Can I get married at Pasadena City Hall?

Pasadena City Hall doesn't perform civil ceremonies on-site. Couples typically handle the legal ceremony separately and use City Hall for portraits or a symbolic moment.

Do you shoot Pasadena City Hall engagement sessions on film?

Yes. This location holds up especially well on film, since the warm stone and shaded archways give film grain a lot to work with. Most sessions here get a mix of film and digital, so the gallery ends up feeling varied rather than uniform.

What should we wear for Pasadena City Hall engagement photos?

The architecture leans elegant, so clothing that reads polished tends to photograph best against the arches and stone. My full outfit guide has a section specific to this location if you want more direction.

What's the best season for Pasadena City Hall engagement photos?

Spring and fall tend to be the most comfortable, with mild temperatures and clearer light. Summer afternoons can get warm despite the courtyard's shade, and winter brings a chance of rain, so plan a backup date if you're booking a winter session.
